1995年8月8日，錦重工業(yè)小牧工廠航空事業(yè)總部為日本防衛(wèi)廳研發(fā)的最新型直升機(jī)“Big B”即將試飛。該項目的重要參與者湯原一彰（江口洋介 飾）帶著妻兒早早來到試飛場，準(zhǔn)備見證這一激動人心的時刻。試飛前一段時間，湯原的兒子高彥（田口翔大 飾）登上直升機(jī)，而就在此時沒有駕駛員Big B突然啟動，帶著男孩飛向空中，并最終懸停在新陽核電站上空。此后不久，自稱“天空之蜂”的神秘人發(fā)出公告，要求立即廢除全國的核電廠，否則將使Big B燃料耗盡后墜落在核反應(yīng)堆中。時間一分一秒流逝，相關(guān)人士展開了對高彥的救援行動，而核電站的安危之間關(guān)系著全日本的命運(yùn)……
本片根據(jù)東野圭吾的同名原作改編。
